Council conducts first readings of three ordinances, including new surcharge procedure and $47,007.11 supplemental appropriation

Chair (S2) read three ordinance first readings during New Business. Ordinance 385 would amend Title 10 (municipal utilities) to change how surcharges are adopted so the city can reissue and adjust them more simply; Staff member (S4) said this approach permits re-adoption of surcharges alongside a resolution for concurrent effect. "We're changing the entire approach after getting confirmation from them or that this is indeed acceptable," Staff member (S4) said as part of the explanation.

Ordinance 386 is a supplemental appropriation ordinance providing for 2026 supplemental appropriations with total means of finance of $47,007.11; the chair read the first required reading. Ordinance 387 would amend Title 2 (administration) regarding elected officials, municipal elections, and the mayor term and election; the first reading was conducted and no final votes were taken at this meeting.

Staff noted that the surcharge ordinance will require republication of surcharge lines at the next meeting so the ordinance and resolution will operate together. Councilmembers did not take final votes on any ordinance at this meeting; first readings were completed as required by procedure.
