The Crooks City Council approved Resolution 2026-34 to establish a surcharge for clean-water improvements tied to an upcoming utility project. Chair (S2) introduced the resolution and the council passed it by roll call.
Presenter (S3) and Committee member (S1) discussed timing: the surcharge would be enacted but not applied to customer bills until January 2028 so the project can start before billing begins. "So we want the project started. We want stuff going on before we turn around and put the surcharge on your bill," Committee member (S1) said during discussion.
Staff described that the resolution will be paired with subsequent ordinance and resolution steps to allow the city to set and re-adopt surcharge amounts as needed in future meetings. The council recorded aye votes in roll call and the motion carried.
