Counsel Nathan Bracken cited Utah Code UCA 17B-1-902.1 as authorizing an 18% annual rate for past-due fees.
Trustees did not oppose the idea but agreed that adopting a new interest rate requires a public hearing. The Board directed staff to add the new fee to the rates-and-fees update and return with the required notice and hearing schedule.
