Tautel asked for an itemized email showing what clawbacks and abatements were included in the PILOT and the tax‑revenue comparison between what would have been produced absent the PILOT versus expected receipts; Fioravanti agreed to supply the materials.
Fioravanti described the monitor’s involvement and said the monitor has submitted roughly 40 recommendations the IDA has implemented or is implementing. He explained the monitor’s intervention happened after Senator Skoufis asked for additional review: “Senator Skoufis called for the monitor to veto it,” Fioravanti said, and the veto left the project’s incentives “hung up” and pending in Orange County court. Committee members asked who bills the monitor and how charges are reviewed; Fioravanti confirmed the monitoring contract cap is $250,000 and that the monitor has been scrutinized and that IDA staff are reviewing bills more closely.
