Nursing board sunset bill advances amid debate over out-of-state transition-to-practice language

The California Medical Association (CMA) registered opposition to the provision that would allow out-of-state nurse practitioner transition-to-practice hours to count in California. CMA said the bill lacks a meaningful attestation or verification mechanism for out-of-state clinical experience and recommended a California-licensed physician attestation to ensure comparable clinical oversight. BRN staff responded that education is consistent nationwide but transition-to-practice requirements and scope of practice differ by state, indicating why the committee sought continued discussion and refinement.
The committee recorded a motion to pass SB 13 02 as amended to appropriations for further review.
