Bill would let security guard trainees finish full training before getting a guard card, author says

Senator Nilo told the Assembly Business and Professions Committee that SB 11 48 would give aspiring security officers the option to complete the full 40 hours of state-mandated training before the state issues a guard card, removing a statutory sequencing that currently has trainees complete 8 hours before registration and 32 hours after issuance.
"SB 11 48 provides greater flexibility for aspiring security guards by allowing applicants the choice to complete all hours of required training before their registration is issued," Senator Nilo said. Mark Miller of Securitas Security Services USA testified in support, describing the bill as a "simple clarification" to the B&P code that would allow guards to be fully trained and enter the job market prepared.
Proponents argued the change preserves existing deadlines but lets trainees finish training while waiting for paperwork and reduces employer delays in assigning fully trained staff to posts. When the committee obtained a quorum later in the hearing, the motion to pass SB 11 48 as amended to appropriations was recorded by roll call.
