Board approves FY2026 budget amendments after public hearing

Deputy county finance staff explained the changes to the FY2026 budget at a public hearing required because total changes exceed 1% of the adopted budget. The presentation listed six amendments: (1) true up special revenue fund balances from FY2025 carryforwards; (2) reduce certain general fund expenditures to correct FY2025 balances; (3) appropriate additional state funds to the school operations and grants budgets; (4) transfer an additional $221,000 from school operations to the school capital fund; (5) transfer $22,000 from the general fund to the public safety fund to match a state pharmacy/drug project grant; and (6) appropriate $300,000 from unassigned general fund balance for repairs and maintenance.
"The reason we're having a public hearing tonight is because the total change in our budget is more than 1% of our adopted budget, and so the state of Virginia requires that we have a public hearing to discuss these changes," said the deputy county finance officer (Mr. Howington). After the staff presentation the board opened the public hearing, noted that no members of the public had signed up to speak, closed the hearing and voted on the resolution to adopt the amendments. The roll-call vote recorded all voting aye.
The board also thanked school staff for work on facilities improvements identified in the budget documents. The amended budget items will be reflected in county accounting and subject to any required state reporting.
