Service Area moves forward with limited rate-and-fee study after 4–1 vote

The Summit County Service Area #3 Board of Trustees voted to proceed with a limited rate-and-fee study on May 19, approving work on user and development fees plus a transportation utility fee while excluding a separate water-rate study.
Chair Derek Price said the proposal from Zion Public Finance is intended as an objective third-party model to help the board decide which fees to implement. "This study is a tool and the Board decides which fees they want to implement or not," Price said as he explained the recommendation to move ahead on a la carte items. Price also told the board the service area "has never had the money to do everything that people want in terms of road improvements" and that staff had budgeted roughly $22,000 in December toward the more limited road/permit/development study the board authorized.
Trustee Scott Witkin opposed proceeding with the limited package; the motion passed 4–1. The roll call on the motion was recorded as: Yea — Derek Price, Justin Shea, David Olson, Jon “Otto” Blum; Nay — Scott Witkin. Justin Shea seconded the motion. Aaron Sanborn of Zion Public Finance attended online to answer questions about the proposal and the model's scope.
Next steps: staff will coordinate with Zion Public Finance on the agreed scope (user/development and transportation utility fees) and return findings and a presentation to the board for determinations about which fee changes, if any, the trustees choose to adopt.
