Board approves Teton Village Area 1 Transportation Demand Management changes with conditions

The Teton County Board of County Commissioners voted to approve changes to the Teton Village Area 1 Transportation Demand Management (TDM) program (MSC2025-0032) on Feb. 3, 2026, with four specific conditions. Senior Planner Chandler Windom presented the request and representatives from the Teton Village Association and Jackson Hole Mountain Resort answered questions.
The board’s conditions require: (1) TVA’s TDM consultant be available to meet independently with county staff during report preparation; (2) the next Monitoring Report include two years of summer and winter data (Summer 2024, Winter 2025, Summer 2025, Winter 2026) and be submitted by July 30, 2026, with traffic-collection data provided for a one-week period for each season; (3) staff collaboration with TVA and Jackson Hole Mountain Resort to present recommendations to the board by the end of July to help catalyze safety innovations and mitigate congestion on Hwy 390; and (4) TVA ensure unique employee counts are correctly reported with methodology described in the monitoring report. The motion, as amended with these conditions, carried with all commissioners voting in favor.
The board also directed improved signage and that the Stilson Shuttle be available to village visitors parking at Stilson and not limited to employee use; staff were given deadlines to coordinate implementation and reporting timelines.
