Finance and Treasurer briefings: audits, PILOTs, short-term rental reporting and suggestion to stop online town tax payments

Leigh Battin, Finance, told the committee that the TASC meeting is scheduled for March 27 and that reports will be sent by March 31. She said two PILOT payments remain outstanding and that the 2025 financial audit will include single audits for HEAP and the ReConnect projects.
Battin raised short-term rental collection issues: VRBO has not provided the information Finance needs to process tax payments; the company typically sends a single check and staff must subpoena records to allocate amounts to individual properties. She said staff then must match addresses to owners, which is time-consuming.
Treasurer Patricia Christensen reported that only a few franchises have not paid tax and that online payments collected for January have been passed to townships. Christensen suggested the Legislature consider stopping online payments for town tax collection because errors are difficult and time-consuming for staff to correct.
The committee accepted the Finance and Treasurer reports as information and had no objections to forwarding budget transfers and appropriation resolutions to the Legislative meeting.
