Staff reviewed grant offsets and surcharge scenarios and said a conservative approach reduces the state's initial estimate of about $38 per month down to roughly $19.69 per month under projected customer counts and grant assumptions.
Councilors discussed the assumptions driving the reduction, including adding apartment and multi-unit customers to the customer base, annual review of the surcharge and the long-term bond repayment schedule. After review and discussion, council voted by roll call to approve both resolutions. Staff said surcharges will be revisited annually and require monitoring as development increases the customer base.
