Planning staff explained the amendment "reintroduces regulations to obtain conditional use permits for home based businesses which were previously removed" in an earlier update, and that the change mostly reinstates prior standards.
Several council members recommended additional cleanup and edits. One councilor suggested tabling to allow staff to make amendments, but staff said the first reading is procedural and substantial amendments will occur before the second reading. The first reading was completed and the ordinance will return for further review.
