Sen. Dave Cortese presented SB 1425, which would give the California High‑Speed Rail Authority explicit statutory authority to adopt regulations and a permit program for encroachments within its rights of way. "SB 14 25 simply enables the authority to adopt regulations to establish a permit program for encroachments within the project's right of way," the senator said, describing the measure as a tool to reduce uncertainty and delays on the corridor.
Robert Pearsall, California political director for US High Speed Rail, testified as sponsor and said a codified permitting process will bridge gaps with local property owners, utilities and businesses. Labor representatives and construction interests testified in support, saying a clear process will reduce delays and help deliver the project. Utilities, including the Los Angeles Department of Water and Power and Southern California Edison, registered opposition in print and urged the author to clarify emergency procedures and respect existing encroachment agreements.
Committee members emphasized continued technical engagement with utilities to resolve concerns on emergency carve outs and master agreements. The committee took the motion and ordered SB 1425 "do pass as amended to Appropriations," leaving the roll open for absent members to add their votes.
