Crooks council adopts comprehensive plan and future-use map to guide development

At a public hearing the Chair described the proposed comprehensive plan and future-use map as a tool to "control what gets put next to Crooks" and to prevent unanticipated developments like what the council referred to as the prior "Smithfield" incident. Staff and councilors said the future-use map extends roughly a mile south and is intended to prompt voluntary annexations and require future developers to go through Crooks planning and zoning.
After public comment and council discussion clarifying map labeling and process, the council moved, seconded and adopted a resolution formally adopting the comprehensive plan and the future-use map. The Chair read the resolution language referencing South Dakota codified law in support of the action and the resolution passed by roll call.
