The chair called for a second and the board voted in favor.
Board members framed the vote as a nonpunitive step to clarify expectations and reduce future governance disputes raised during the public‑comment portion of the meeting. Staff were instructed to produce a concise guidance packet and to coordinate training opportunities (including periodic open‑meeting sessions) that can be made available town‑wide.
