Bill proposing temporary Altadena moratorium on state density laws advances after emotional testimony

Sen. Perez framed SB 1090 as a narrow, community‑driven response to the Eaton Fire, saying the bill would "impose a 3 year moratorium on state housing density laws in Altadena from 2027 to 2030" and that the measure was intended to give survivors time to rebuild before speculative redevelopment pressures take hold.

Los Angeles County Supervisor Catherine Barger, a sponsor, described the local toll of the Eaton Fire: "19 people lost their lives. Nearly 6,000 homes were destroyed," and said the bill seeks to give survivors "time to settle their claims, time to secure funding, and time to rebuild." Local residents and Altadena Town Council members testified that corporate developers had made lowball cash offers and that survivors were being pressured to sell. Supporters urged an urgency clause to close loopholes quickly.

Opponents, including housing advocates and developers, warned the moratorium could also remove tools that help rebuilding — such as ADU allowances or lot splits — and stressed that financial assistance and insurance reform, not bans, are needed for recovery. "This legislation will, not only not provide that material assistance, but may also close off access to a tool that in the absence of meaningful dedication of financial resources may help some residents...rebuild their homes," said Azeem Khan Malik of Abundant Housing LA. The committee voted to pass SB 1090 to the Assembly Committee on Local Government (final roll call recorded in later committee disposition).
