Commissioners approve employee‑benefit renewals and extend Fairley Group consulting agreement

Potter County Commissioners Court approved recommendations from the county’s Insurance Advisory Committee to renew employee health and ancillary benefits for FY25–26 and authorized the county judge to sign related documents.
Matt Benton of the Fairley Group (speaker 12) presented the committee’s findings after an RFP process and recommended retaining UMR as the third‑party administrator paired with a direct‑contract arrangement with Northwest Texas Hospital and a UnitedHealthcare wrap. Benton said the offer included a three‑year rate guarantee for medical stop‑loss and administration if the county commits to a multi‑year arrangement. He also recommended adopting the PharosRx Navigator pharmacy program to help manage high‑cost and specialty drugs and said Potter County would receive 100% of prescription rebates under the proposed approach.
Benton told the court his team recommended moving ancillary plans (dental, vision, life, AD&D) from MetLife to Renaissance, adding a high‑ and low‑dental option to provide lower‑cost choices for employees. He also recommended keeping Mutual of Omaha for short‑ and long‑term disability coverage and adding an accident/critical‑illness product. "With Potter County implementing PharosRx navigator program, Potter County receiving a 100% of all Rx rebates," Benton said.
After discussion, a motion to approve the committee’s recommendations passed by a 4–0 vote. The court also approved extending an agreement with the Fairley Group for insurance consulting services to support implementation and ongoing plan oversight.
