Owyhee combined‑school base bid under state allocation; district eyes AB 519 to close gap

Superintendent Dr. Josh Byers told the meeting the district rebid the Owyhee combined-school project after an earlier round produced no responsive bidders, then pared nonessential scope to focus on the main school building. "The base bid being under the allocated $64,500,000," Byers said, "When we take into consideration, other factors, it's gonna surpass the 64,500,000 slightly."
Byers said the district structured the bid with eight alternates that together total roughly another $1.5 million; if additional funds from the state AB 519 allocation for rural counties are available the district intends to add alternates. He said the Owyhee project will be on the district's agenda the following Tuesday for board approval, and construction would begin "as soon as the ground is workable" if the board approves.
Chair John Carr stressed this $64.5 million allocation is state funding distinct from the district's pay-as-you-go capital fund. "That is not the pay as you go or slash money the school did or this county has not reallocated towards the school district," Carr said to the press, clarifying accounting and funding separation.
