Senator Perez presented SB 1083 to refine the statewide misconduct reporting system created by prior law (the Safe Learning Environments Act). The bill would clarify impartial review processes for classified employees, require the statewide system to notify employers when employees leave during investigations, and require schools to obtain substantiated misconduct records and supporting evidence from prior employers during hiring.
Sponsors including the California School Employees Association and the California Federation of Teachers supported the bill as a way to strengthen student safety and due process. Several district and school‑employer groups registered opposition but said committee amendments addressed many of their concerns and they would review language in print. Committee members discussed timelines for investigation (a cited 90‑day target) and implementation costs; the bill passed out of committee on a recorded roll call.
