South Dakota Transportation Commission approves six highway bids totaling $10.77 million

The South Dakota Transportation Commission unanimously approved six contract awards at its March 12, 2026 meeting in Pierre after the Department of Transportation presented the March 4, 2026 bid letting results.
Sam Weisgram of the DOT’s Office of Project Development presented the low bids for the six projects, led by a $4,188,716.29 cold milling and asphalt resurfacing contract for SD271 from SD10 to the North Dakota state line in Campbell County awarded to Anderson Western, Inc. Other awards included a $2,767,428.38 asphalt surface treatment package in the Belle Fourche area to Asphalt Surface Technologies Corporation and a $2,197,250.00 contract for curb ramps, sidewalks, signals and lighting in Mitchell to BX CIVIL & CONSTRUCTION, INC.
Commissioner Don Roby moved to approve bids #1–6 as presented; Commissioner Lynn Jensen seconded. A roll call vote was taken and “all present voted aye,” approving the contracts by unanimous vote. The Commission recorded contract awards for the following projects: Cold milling and resurfacing (Campbell County) — Anderson Western, $4,188,716.29; Detour surface maintenance (Buffalo County) — BITUMINOUS PAVING, INC., $991,682.45; Curb ramps/sidewalk/signal/lighting (Davison County) — BX CIVIL & CONSTRUCTION, INC., $2,197,250.00; Inslope repair/pipe/guardrail (Lawrence County) — Mainline Contracting Inc, $556,546.60; Rout & seal (Pennington County) — Z AND Z SEAL COATING INC, $64,303.41; Asphalt surface treatment (Belle Fourche area) — Asphalt Surface Technologies Corporation, $2,767,428.38.
The total low-bid value for the six awards is $10,765,927.13. The meeting record shows no public comments and no disclosed conflicts of interest. Chairman Austin Simons adjourned the meeting at 9:03 a.m. CT.
