DOT recommends and Commission approves TAP awards; projects added to STIP

Mike Behm, Division Director of Planning & Engineering, presented the Department's recommended Transportation Alternatives Program (TAP) awards and supporting HANDOUT B. The Department recommended awarding all projects except the City of Platte application (project #11) and requested a modification to the City of Harrisburg request (project #5). The Commission voted to approve the Department's recommendations, including the modified Harrisburg award, and later approved a motion to add the awarded TAP projects to the 2026‑29 STIP by revision.
The TAP packet includes pedestrian and shared‑use path projects across population categories with recommended funding, local match amounts and match ratios. Examples include an 8' shared‑use path in Rapid City (recommended funding), concrete sidewalks and paths in Box Elder, and a modified award for Harrisburg totaling $600,000 in recommended funding under the revised recommendation. Department staff will finalize grant agreements and STIP entries for the awarded projects.
