Carlin manager: road project moves to bidding; new development may change assessed valuation and RTC shares

Richard Rethwaite, Carlin city manager, updated the commission on a near-term street project that is nearing final engineering and permitting; he said the city expects to issue a bid package within roughly 45 days and begin construction once asphalt plants are available.
Rethwaite also said a Love's Truck Stop is under construction (framing stage) and anticipated to open in roughly 180 days, and that two manufacturing facilities are planned for summer construction. He asked how increased local fuel sales and new assessed valuation will affect future RTC allocations; staff explained the RTC fuel-tax share is based on assessed valuation within each city, so rising assessed value will increase Carlin's percentage of RTC distributions.
"That road project is almost through final engineering permitting. Our bid package should be going out inside 45 days," Rethwaite said. On the revenue side, staff cautioned that per-gallon option taxes are fixed cents-per-gallon and do not automatically index with inflation, which limits long-term revenue growth.
