Craig Smith, Division Director of Operations, presented the Department's January Construction Change Orders (CCOs), reporting a net increase in January of $711,050.16 and a 12‑month change of 1.74% to original contract amounts. Smith highlighted projects with material changes: Brookings County culvert work required additional muck excavation and dewatering, adding $143,411.60 to that contract; a polymer chip seal bridge deck job on US14 required quantity adjustments ($85,695.10, 26.6%); and an SD25 resurfacing contract increased by $836,682.08 because of added repair work and higher asphalt binder usage tied to reclaimed asphalt pavement.
Smith characterized the quantity adjustments as typical contract reconciliation in many cases but noted the SD25 work included additional repairs and material needs after encountering poorer‑than‑expected existing material. Those large CCOs and their explanations will be included in Department records; commissioners received the report for information and did not change contract awards in this meeting.
