Court approves $2.16M HOME-ARP subrecipient agreement for Hudson supportive housing

Economic and Community Development staff asked the court to execute a HOME-ARP subrecipient agreement with Sam Ministries for $2,166,101.75 to support the development, rehabilitation and delivery of supportive services at the Hudson Apartments, a permanent supportive housing project in Precinct 2.
"This funding will support the construction of an on-site space where our case management can be delivered on a daily basis to the clients who are living at the Hudson," said Jackie Ybarra, interim director of economic and community development. Ybarra told commissioners the county has already committed substantial funds to stabilize the property after a 2024 fire and to support new services space.
Nikisha Baker, president and CEO of Sam Ministries, confirmed the organization will operate the supportive-service center and work with partners such as UT Health to provide medical and psychiatric care. Commissioners approved the subrecipient agreement and praised the project's capacity to expand permanent supportive housing in Precinct 2.
