Haley reported the La Porte Development Corporation-funded CIP projects are at the halfway point in the fiscal year and offered a status update across multiple projects. She told the board the city is still working with Harris County Flood Control on a bridge project that has been a long process, noted the Lomax lift station is nearing completion of phase 1 with phases 2 and 3 beginning, and said Seabreeze Park construction is expected to finish in April. Haley also said the Sylvan Beach Pier contractor has mobilized and the wave pool at Broadway (a TERS-funded project) is scheduled to be ready by Memorial Day; pickleball courts are in design.
Board members asked about timing on shade structures and raised concern that some smaller community projects appear to get delayed while larger projects move forward; staff acknowledged the scale of the CIP program (over $150 million) and said additional resources have been assigned to manage projects. Haley also reported outreach successes: a Texas Downtown Association regional roundtable hosted in La Porte drew more than 50 attendees, Retail Strategies met with 19 retail prospects at a conference and several businesses requested more information, and the board will hold a pre-budget retreat ahead of FY27 planning.
