Council funds next-stage design for Heron Park access road; developers to cover curb cuts

The council approved funding to advance the Heron Park access road design to a point that would be shovel-ready for construction. The DBS proposal presented to council would refine the roadway elevations and engineering so the town can set control points and coordinate the developer tie-ins.
Developer representative (Speaker 11) told council their team had revised stormwater designs, secured Worcester County soil conservation approval and submitted redesigned plans to EA Associates for town review. "We have addressed that issue with EA Associates," the representative said, asserting there is no outfall to town infrastructure and that the design stays on-site. The developer also said they will design and submit curb-cut details to DBS for review so the town is not billed for curb-cut design work (staff estimated curb cuts at roughly $5,000).
Council noted that different grant and permitting programs interpret “design” differently (30–60 percent). Staff recommended proceeding so the town can provide definitive elevation guidance for the developer and avoid delays. The motion passed unanimously.
