Council members split on whether the change would clarify oversight and increase productive debate or instead centralize authority in fewer hands.
The exchange turned personal at times: one council member accused a group of aligning as a "click of six," and the chair recessed the meeting to restore order. After the recess, Vice Chair Elliott moved to defer the item to August 18; the motion was seconded and carried by voice vote, postponing any formal vote on the rule changes.
The council will revisit the item at a strategic planning session and expects more discussion and written clarifications before reintroducing changes to the rules of operation.
