Department outlines tightened master-guide rules for nonresident guided deer hunts

NDOW staff and local outfitter representatives described proposed clarifications to master guide agreements intended to prevent master guides from allowing other master guides to operate under their permits without appropriate paperwork. Henry Krinker of Nevada Outfitters and Guides said the change would require that any guide hunting under another master guide’s permit act as a sub-guide and complete sub-guide paperwork, which should prevent other master guides from bringing their own clients in under another's permit.

"When I do a master guide agreement with somebody else, they can't take their own clients into their guided draw system, which happened last year," Henry Krinker said while explaining concerns that prompted the clarification. NDOW game warden Jason Jackson said the problem had evolved from emergency, occasional arrangements to more regular, informal agreements and that clarifying the language would reduce confusion on forest-service permits (BLM lands operate differently). The CAB discussed how the proposal would apply only to forest-service ground and how many master-guide agreements occur annually; staff said roughly 4–6 such agreements come across for the Rubies and nearby areas in a given year.

Board members asked about who signs contracts, use-day accounting, and whether tighter rules would be enforced at the draw. NDOW staff said the proposed language would tighten oversight and require sub-guides to fill out the same paperwork as other sub-guides rather than operate as independent master guides. The CAB did not take a formal opposing position but requested more specifics if the draft rule moved forward.
