Venice plans phased HR and IT upgrades; staff cite capacity and cloud migration

Navarro said the city is “making an aggressive move to the Cloud,” but some systems are not cloud‑ready yet and will require on‑premises replacement with a typical five‑year lifecycle.
Council members questioned the long‑term operating cost of HR software and whether the project will reduce administrative workload. City Manager James Clint and staff said administrative savings are expected once the system is fully implemented but that personnel capacity in IT requires a phased rollout; the operational savings are sometimes realized as deferred hires or reallocated staff time rather than immediate cash reductions.
Navarro also described a hardened backup data center in a secure inland facility; he declined to disclose the exact location in the public meeting. The council asked staff to quantify expected net operational savings and to include implementation resources and recurring license costs in the budget documents.
