Golf operations staff outlined a two-part capital conversation: replace an aging hydraulic irrigation system and continue design work on a clubhouse and multipurpose event center.
Golf superintendent Billy said the existing Toro system (in place since 1986) suffers frequent leaks and requires extensive manual work. "Everything is done manually right now," he said, describing crews operating overnight to keep greens watered. Staff proposed a modern Rain Bird electrical two-wire system with HDPE piping and estimated a top-end replacement around $2.2M–$2.6M; council approved paying for a $35,000 irrigation design so a firm scope and refined costs can be bid.
Separately, parks staff presented concept designs for a clubhouse and event center with combined probable construction cost estimates exceeding $14 million and possibly higher in construction-phase pricing. Council directed formation of an ad hoc committee to work with the selected architect on renderings and funding options (bond election versus internal funding) and to return with a recommendation ahead of budget deadlines.
