Applicant Jason Densmer and landowner Dave Roylance described a compact layout with two existing homes and three additional lots to be developed in two phases. Densmer said the project’s scale and shared‑driveway character support design flexibility for pedestrian facilities. Roylance asked that the council permit a compacted red‑cinder pedestrian path rather than a standard concrete sidewalk, describing a layered construction of base, compacted road mix and a firm cinder surface that would remain ADA‑accessible.
Council substituted a motion to approve the application with two modifications adopted in council: (1) allow a natural‑surface, cinder‑style pedestrian path as an alternative to the 5‑foot concrete sidewalk, and (2) require that Old Valley Road frontage landscaping and pathway improvements be completed in phase 1 rather than split across phases. Staff will adjust site‑specific conditions to reflect the alternate pedestrian facility and the required frontage timing.
