Highway superintendent flags INDOT signature change, cites crash trends and bridge inspection procurement

Highway Superintendent John Pluimer updated the board on several operational items on June 16, including crash statistics, a required ordinance to alter approval authority for INDOT contracts, and an upcoming bridge inspection procurement.
Pluimer said "Crashes were up three percent from 2024 and down eight percent for a five-year average. October and November were the worst months for crashes." He also informed the board that "the commissioners can no longer give permission for Pluimer to sign contract for INDOT. This will need to be an Ordinance. Pluimer will have Attorney Forcum write an Ordinance." Commissioners directed staff to return a draft ordinance for formal consideration.
Pluimer said five companies expressed interest in countywide bridge inspections for 2026–2029; he and Dow will score the letters of interest and present their recommendation at a future meeting. He also addressed localized flooding concerns and advised residents to coordinate with the Highway Department to investigate individual drainage issues.
