Senator Cabaldon presented SB 1106 as a foundational measure to define autonomous 'agentic' AI — systems that take abstract objectives, decompose them into tasks, and can act in the external world without direct human approval. "This is an attempt to try to create that floor, that framework upon which others... can be legislating into the future," the sponsor said.
Members questioned whether drafting a technical definition now without wider stakeholder consultation is premature. The sponsor said the definition came from literature review and would be revised as policy work progresses; he welcomed further consultation and informational hearings. Several members agreed to support the bill while urging a collaborative process in the summer to refine technical terms like "shell access" and network privileges.
The committee adopted the amendments and passed the bill to Appropriations as amended; the sponsor said defining terms now will make later sectoral work more coherent.
