Barfield said staff did visit the location, approved the pipe size, emailed Peters and attempted phone contact; he asked for a pair of weeks to complete the drainage work and noted that ditch work can require hauling dirt and rock placement to rebuild road sections.
The exchange highlighted friction between a resident and the road department over communications: Peters said he could not obtain the operations manager’s cell phone and that initial administrative confusion delayed service; Barfield described the office’s policy on distributing internal cell numbers and said the department acted once location details were clarified.
