At the July 28 meeting Administrator Cindy Williams requested that she not be required to complete the Management Discussion and Analysis (MDA) portion of the FY2022 audit, saying the previous administrator had not completed it and she hoped to cover that material in the FY2023 audit instead.
Commissioner Joy Brannon moved that the Administrator not complete the FY2022 MDA; Commissioner Bart Wilks seconded. The motion initially tied 2-2; Chairman Seay voted in favor, producing a 3-2 outcome that excused the Administrator from completing the FY2022 MDA. The minutes record the procedural vote and the commission did not set a schedule to retroactively add the MDA for FY2022 in the meeting minutes.
