O’Brien said the county carried a surplus of $790,476.66 as of March and outlined proposals included in the FY2027 draft: a 2% cost‑of‑living adjustment for employees, restoration of a horticulturist position, a $200,000 allocation for bathroom renovations at the Registry of Deeds (32 Belmont St., Brockton), and pre‑funding for retirement obligations without using stabilization resources. Commissioners Gregory M. Hanley and Jared L. Valanzola moved and seconded the revenue and expense approvals; both motions passed unanimously.
O’Brien noted significant long‑term liability reductions the county has achieved, including a reported drop in OPEB liability from $32 million to $16 million and a reduction in retirement obligations from $36 million to $9 million over the past 12 years. The Treasurer also discussed potential revenue streams such as federal grants, parking department growth, and investment interest, and flagged a potential $250,000 funding item linked to mobile health services under consideration.
The board indicated that the budget will proceed as presented; implementation items and departmental allocations will be handled through normal administrative processes and subsequent reports to the Commissioners.
