Coosa County approves immediate closure of unsafe CR 28 bridge after state inspection

Chair Lamar Daugherty and the Coosa County Commission voted June 10 to close the bridge on County Road 28 (BIN 771) after receiving an Emergency Bridge Inspection Team report from the Alabama Department of Transportation.
The EBIT report, based on an April 11, 2025 site visit, found the 82‑foot structure—built about 1930—has "near‑complete (approximately 100%) section loss" in multiple steel girders, detached round piles at Bent 2 and severe decay at other bents. The letter states, "we strongly recommend the immediate closure of this bridge to all traffic due to the increased risk of structural failure," and concludes rehabilitation is not practical; it recommends full replacement as the long‑term solution. County Engineer documentation accompanying the motion identified the structure as BIN 771 and cited the EBIT findings for immediate action.
Vice‑Chair Brandon Davis moved to approve the closure and Commissioner John Forbus seconded; the commission voted unanimously (four present, one absent) to close the bridge to traffic. The commission also approved Vulcan Material Company's limestone bid (May 27, 2025 bid opening) in the same session; the limestone procurement was listed alongside several road maintenance agenda items.
The EBIT letter included contact names at the Alabama Department of Transportation and a recommendation to coordinate with state bridge bureaus for replacement planning. The county did not set a timeline for replacement during the June 10 meeting. The county engineer and the commission will need to seek design, funding and permitting steps to replace BIN 771; the EBIT letter noted unknown design parameters and inability to reliably load‑rate the existing structure.
