Study Commission advances charter language to consolidate Butte–Silver Bow fire services

The Butte–Silver Bow Government Study Commission on June 15 advanced revised Charter language designed to consolidate paid, volunteer and rural fire services under Butte–Silver Bow if voters approve Option 2. County Attorney Mike Enrooth told the Commission the changes aim to "resolve legal ambiguity" found in prior Attorney General opinions and to clarify where authority would reside under a consolidated government.
Commissioners approved the substantive consolidation language in Section 7.03(E) by voice vote after incorporating a recommended clarification from Commissioner Lori Casey to reference the Melrose Fire District rather than the Town of Melrose. Chair Brandl and others said the revisions are intended to define operational, administrative and budget authority among the Director of Fire Services, the Chief Executive (or City Manager) and the Council of Commissioners while preserving certain local exceptions for Walkerville and the Melrose Fire District.
The Commission agreed to fold the revised Section 7.03 language into the draft Charter and the final report for the next meeting. The subsection vote on consolidation was carried unanimously with the seven commissioners present.
