Resident asks Bakersfield Select Board to help fund culvert, ditch work after years of runoff

Rosalie Williams, a Bakersfield resident who said she has been pursuing the problem for five years, told the Select Board that gravel and ditching done years ago now sends runoff into her barnyard and has cost her productive land and lost income. "My question is, I would like to see the town help work with me on this," Williams said as she handed the board a plan drawn by an engineer and described losing “probably a good acre of land” to standing water.
Tammy and board members asked procedural questions and emphasized that any work touching town right-of-way requires permits: "You gotta present a plan, and you gotta get permits," Tammy said, adding the town can only consider actions once the formal permit and cost estimates are submitted. Board members and staff suggested connecting the engineer’s design to required permits and encouraged Williams to return with a permit application and clearer cost numbers so the board can consider whether to contribute financially.
