Stormwater consultant proposes dumpster signage and enforcement at Orchard apartments

Julia Carrillo, a stormwater consultant from Butler, Thurman & Seifert, told the board she and staff discussed ongoing problems at the Orchard apartments with dumpsters not being kept closed and trash entering storm drains.
"One of the issues we wanted to talk about was the Orchard apartments," Carrillo said, and she presented a draft dumpster-rules sign for the property manager. She recommended signage and reminded the board that, if trash is observed in storm drains, the town can use its enforcement authority to issue fines.
Staff said they would follow up with the manager and maintenance person and attempt to get drawings and signage distributed; if illicit discharge is observed, staff noted the town ordinance provides enforcement authority.
