Design board recommends approval for 616 Vision Center with extra landscape and parking conditions

Design Review Board members voted to recommend approval of the proposed 616 Vision Center medical/dental building, subject to a set of staff and site-specific conditions addressing parking, landscape islands and lighting near a residential interface.
Jeff (ALC Architecture) described the project as a roughly 0.71-acre site with a prairie-style building, exam rooms using spandrel glazing, and rooftop mechanicals screened behind parapets. He told the board the applicant added nine parking stalls at staff’s request to meet a 30-space standard and would provide a letter from the homeowners association acknowledging the allocation of stalls. Planning staff (Barb Williams) reiterated mandatory conditions including completion of a precast fence along the north property line prior to issuance of a zoning certificate and that a final plat must be recorded before a building permit is issued.
Board members asked the applicant to add landscape adjacent to the building (either in-ground or in pots) and to show parking-island planting revisions; the board adopted additional site-specific conditions to require staff review of the revised landscape, trash enclosure material/color details, sidewalk offset and HOA/developer acknowledgment. The motion recommending approval passed on a voice vote and will move to staff/council for final actions tied to plat finalization and fence completion.
