Urban renewal agency seeks State Street parking and streetscape upgrade; design board recommends approval

The City of Eagle Design Review Board voted to recommend approval of a State Street parking and right-of-way beautification project proposed by the Eagle Urban Renewal Agency.
At a presentation to the board, Mark Butler, chair of the Eagle Urban Renewal Agency, described a plan to formalize parking currently encroaching into the public right-of-way, add back-in/angled stalls, install historic-style lighting and construct a 10-foot multi-use pathway. "I'm the chairman of the Eagle Urban Renewal Agency," Butler said, and he told the board the agency has "about $1,200,000" available for the project and that construction could take roughly six to seven months after permitting. The design incorporates a 5-foot buffer behind angled stalls at the police department's request and colored concrete to accommodate vehicle overhang.
Board members pressed the applicant to confirm bicycle-lane width and to coordinate striping changes with the Ada County Highway District to avoid reconfiguring the entire roadway. Staff indicated striping and any lane-width changes would be returned for review; the board also encouraged involvement by one or two of its landscape reviewers on the detailed plant palette. The board moved and carried a recommendation to the city council with the requested refinements and liaison participation noted as a condition.
Next steps: the recommendation will be forwarded to city staff and the council; permit and ACHD approvals are required before construction. The project team and staff will return with refined striping, planting details and final construction documents.
