River District HOA and developer agree to pursue ACHD alternative for Lone Creek access

Abby Germaine, counsel for the River District Homeowners Association (also called Lonesome Dove), told the Planning & Zoning Commission that after extensive meetings with Boise Hunter Homes the HOA narrowed its primary concerns to Lone Creek Drive access and pickleball courts in the floodway.
"One of those alternatives that we have discussed with Boise Hunter Homes is the possibility of turning that access point into a cul de sac," Germaine said, adding that parties had met with ACHD but had not yet produced a paper alternative ACHD could approve. She said HOA and developer representatives agreed on draft condition language permitting continued negotiation with ACHD; that language, she said, would not intentionally delay the developer if ACHD declines to approve an alternative.
Applicant Travis Hunter said the developer had been willing to work with the HOA and ACHD and that a condition reflecting those negotiations had been "inked" between the parties, subject to finalization and incorporation into the record. Commissioners and staff discussed how to phrase the condition so it would be meaningful at council without creating an undue procedural remand; staff indicated the record could include the proposed process and final language for council consideration.
