Board orders liens for delinquent water, storm‑drain and solid‑waste charges totaling millions

The Board of Supervisors voted July 28 to enroll multiple sets of delinquent utility and service charges on the property tax roll after a consolidated presentation by county finance staff. Deputy director Mark Esposi told the board items 39–44 include delinquent storm‑drain, solid‑waste, utility‑user tax, and water charges across cities and agencies; all related hearings were opened, no public speakers requested time, and the board adopted resolutions by roll call votes (each 4–0 with Supervisor Kennedy absent).

Esposi gave account‑level totals for each item: Citrus Heights storm drainage, 1,421 accounts totaling $137,566; delinquent solid‑waste charges, 8,906 accounts totaling $5,164,123; county storm drainage, 9,077 accounts totaling $735,291; delinquent utility‑user taxes, 13,751 accounts totaling $257,458; Rancho Cordova storm drainage, 1,221 accounts totaling $127,632; and Sacramento County Water Agency delinquent water charges, 2,846 accounts totaling $2,586,951. Esposi reminded property owners they could still pay to avoid the tax roll placement, noting a payment deadline to avoid inclusion on the tax bill as August 21.

Each hearing was brief because no speakers signed up; the board closed each public hearing and adopted the associated resolution ordering the charges to be collected on the tax roll. The action will enable the county to collect the identified receivables via property tax statements if account holders do not pay before the stated deadlines.
