Two residents of Sea Villas addressed the Planning Commission during a quasi‑judicial variance hearing and described frequent trespassing and instances they said threatened elderly residents.
"From March 1 to March 17, we had 74 trespassers," Kim Herring, a year‑round owner and chair of the condo pool committee, said, recounting incidents ranging from trespassers using on‑site porta‑potties to an instance she said included an insult directed at an older owner. Herring said the board voted unanimously last October to approve the proposed pool‑area modifications and that FEMA permitting and restoration work followed hurricane damage.
Steven Herring, a full‑time resident who said his 94‑year‑old mother also lives at Sea Villas, told commissioners he observes trespassing "one to three times a week" and that on high‑surf days the number of trespassers can reach "20 to 50." He said residents have used the city's online reporting system and contacted police multiple times. "People ignore [signs]" he added, describing repeated noncompliance with posted access guidance.
Both residents urged the commission to approve the variance so the condominium could restore the pre‑storm fence configuration or install a new fence to improve safety and control access. Their statements were part of the public‑comment record considered by commissioners when they voted to recommend approval.
