Council held a public hearing on a bundle of land-use applications for a roughly 10.12-acre parcel generally located at 282 North Auburn Road in JPA Area 7. Planner Britney Smith summarized staff analysis concluding the annexation and a future-land-use change to City of Venice Mixed Use Residential are consistent with the JPA, Florida statutes and the comprehensive plan.
Agent Jackson Boone presented the applicant’s proposals, describing a planned-unit development (PUD) master plan with 43 single-family detached lots, a minimum 50% open-space dedication to the city, a 25-foot landscape buffer and two stormwater lakes routed to Blackburn Canal. Boone said the proposed density (about 4.25 units per acre) is within the JPA maximum of five units per acre and that utilities would be provided by the city. "The annexation is consistent with the JPA and the comprehensive plan," Boone told council.
Council approved the annexation ordinance on first reading and scheduled final reading (ordinance 2026-08), and approved the comprehensive plan amendment on first reading (ordinance 2026-09), both by unanimous votes. During the quasi-judicial rezoning hearing, several council members pressed the applicant for an assurance that the PUD would not introduce commercial uses later; the applicant and staff noted the JPA limits nonresidential uses and the city attorney confirmed the binding master plan would be incorporated into the ordinance. The council voted 5–1 to approve the PUD zoning map amendment on first reading, with the ordinance revised to include the binding PUD plan as an exhibit (ordinance 2026-10).
No members of the public spoke against the proposals during the hearings recorded in the transcript. Staff noted that traffic impacts (about 48 PM peak hour trips) were deemed de minimis by the city’s transportation consultant and that Swiftmud issued ERP approval for the stormwater plan.
