Commissioners approve outside counsel contracts, easement, handbook edits and ethics commission change

Allen County approved two outside counsel agreements to provide assistant county attorneys, accepted an easement for the Equestrian Course, amended the employee handbook, added a Circuit Court grant fund code entry, and reduced Ethics Commission membership from five to three.
County Attorney Laura Maser told the board the county needs outside attorney assistance for liability, highway contract and law‑enforcement work. The board approved agreements with Beers Mallers Backs & Salin LLP and with Haller & Colvin PC to furnish Assistant County Attorney and senior counsel services on a flat monthly fee basis; motions passed 3-0.
Maser also reported an easement obtained from Waste Management to allow expanded public access to the Allen County Equestrian Course; the board approved the easement. Chief of Staff Chris Cloud presented a PTO Bank request for a Prosecutor's Office employee and an addition to the Allen County Code (Title 12, Article 273) to receive a Court Reform Grant Fund for audio/video upgrades in child support courts; both measures were approved. Cloud further presented an amendment to Allen County Code Title 18 to reduce Ethics Commission membership from five to three and permit a Commissioner to be nominated as consultant and tiebreaker; the amendment passed 3-0.
