HR staff told the board they are implementing Executive Order 2404 to increase employment access in state government by focusing on competencies and a broader range of education and experience, such as military service, apprenticeships and certifications.
Dawn Russell and Matthew Cornwall said the agency identified 22 action items tied to the order, including standardizing hiring language, validating training for recruitment panels, and developing position-specific competencies. Matthew said hiring requires two implementation phases: communication (notifying recruitment teams of training requirements) and validation (HR reports verifying training completion before recruitment proceeds).
The HR team said it will partner with the Department of Labor & Industries (LNI) to deliver training and that panel members must take bias-recognition and competency-refresher courses. The goal, staff said, is to expand applicant pools, reduce bias in hiring and better reflect the diversity of Washington state in LCB staffing.
