County approves $305,000 study of railroad crossings and engineering for Scott Road crossing

Allen County approved a $305,000 contract with Michael Baker International to evaluate 40 railroad crossings and a $223,787 agreement with Norfolk Southern for construction engineering at the Scott Road Trail crossing; the county also accepted a $50,000 InDOT Multimodal grant for Trainfo signal installation.
Allen County Highway Director Bill Hartman presented a package of rail and trail safety work that the board approved 3-0. The county will contract with Michael Baker International for up to $305,000 to evaluate and provide preliminary engineering, project management and LIDAR for 40 of 92 railroad crossings in the county.
Hartman also presented a construction engineering agreement and license with Norfolk Southern for the Scott Road Trail railroad crossing for $223,787, including $39,684 for construction engineering, $4,155 for administration, $3,800 for signal and electrical work, and $176,148 for track work. Separately, the board approved a 2026 InDOT Multimodal grant for up to $50,000 to install the Trainfo system on Scott Road to alert first responders when a crossing is blocked so they can reroute more efficiently.
