Board briefed on incremental alcohol licensing changes, including leasing and expanded service

Staff told the board that the 2025 contract-kitchen bill (1602) and this year's bill 1701 make it easier for licensed alcohol producers and license holders to lease space and for licensees to partner with restaurant operators.
"17 01 would allow any alcohol licensing to lease space to another," Mark said, describing a change he called part of several incremental license tweaks that will affect operators seeking to bring restaurant spaces in without running the restaurant themselves.
Mark also noted that a 2025 agency cleanup bill (1698) removed an unused license type, a purchase-limit bill (1636) advanced, and a recent change will allow snack-bar licenses to sell wine as well as beer. He said seat caps for spirit, beer and wine theater licenses were raised.
Board members raised no formal motions on these items; staff cautioned that although these changes are operationally important, implementation will need to be prioritized given tight budgets.
